Nongovernmental groups are now barred from registering new voters at naturalization ceremonies, the U.S. Citizenship and Immigration Services has announced.

The policy, which was issued Friday, says “that only state and local election officials will be permitted to offer voter registration services at the end of administrative naturalization ceremonies.”

Groups like the League of Women Voters criticized the decision. They often partner with local and state election officials or supplement their work to administer registration services — and that includes during naturalization ceremonies.

Celina Stewart, CEO of the League of Women Voters, said in a statement that this new policy “is an attempt to keep new citizens from accessing their full rights.”

“For decades, the League of Women Voters has been a trusted partner of both USCIS and federal courts to register new voters at naturalization ceremonies,” she said. “This work has resulted in hundreds of thousands of new citizens registering to vote with League volunteers across the country.”

USCIS wrote in the policy memo that the use of nongovernmental organizations for voter registration at naturalization ceremonies “was sporadic and varied based upon the location.” USCIS also claimed that ensuring the groups are nonpartisan was a “burden” on the agency.

“Given USCIS does not primarily rely on nongovernment organizations for voter registration services, and the administrative burden on USCIS to ensure that those nongovernmental organizations who provide voter registration services are nonpartisan,” the agency is blocking them from USCIS facilities.

“This change in no way impacts new citizens’ access to information and applications to register to vote,” the agency adds, “as this information will continue to be provided by state or local election officials, or USCIS staff at the end of naturalization ceremonies.”

Several Republican-led states have in recent years enacted new laws to crack down on registration drives conducted by third-party groups. Some organizations have shut down their efforts in the face of prohibitively high financial and criminal penalties. Third-party organizations often find more success registering communities of color – particularly immigrant communities — than political parties or government officials.

Steward said that this recent exclusion is simply part of the administration’s larger effort to intimidate immigrants.

“By shutting out the League and other civic partners, USCIS is making it harder for new citizens to register to vote, which is yet another intimidation tactic and attack on the immigrant community,” she said. “Our democracy is stronger with the voices of new citizens.”

‘Godzilla Minus One’ Sequel Is Officially in Production

0

Almost two years after becoming the most successful Godzilla film of all time, we now have a monstrous update on the status of the sequel to Godzilla Minus One that’s sure to please fans. Word of another film immediately began bubbling around the industry following the premiere of the Toho giant, which would ultimately go on to earn $116 million at the box office, ripping the crown away from Shin Godzilla as the most successful entry in the franchise. Reports in April of this year confirmed that director Takashi Yamazaki had set Godzilla Minus One 2 as his next film.

Per Godzilla-Movies.com, the Godzilla Minus One sequel has officially begun production, “with many extras being employed for a variety of undisclosed roles.” There’s no word yet on which Japanese stars have been tapped to appear in the sequel, but fans can take comfort in knowing that, yes, it will take place in Japan and not take Godzilla international to perhaps appeal to a broader audience. This one is for the diehards that love the kaiju and have stuck with him over the years despite a few bumps in the road and some less-than-stellar productions.

Of course, major plot details remain under wraps for now, but it’s safe to say that Godzilla Minus One 2 will be even bigger and better than the first, with one or two more monsters thrown in for good measure. After all, what’s a Godzilla sequel without more kaijus? While it’s wishful thinking to hope for King Ghidorah to appear this early on in the series, we’re at least hoping for Hedorah or Biollante to show up.

What Made ‘Godzilla Minus One’ So Good?

Minami Hamabe as Noriko Ōishi in Godzilla Minus One.
Toho

While it’s easy to say that Godzilla Minus One succeeded on the merits of it being the first live-action Toho film in the franchise since Shin Godzilla in 2016, what it ultimately boiled down to was the movie’s excellent storytelling. Yamazaki’s script gave us a way into things by making us feel an emotional connection to the characters straight away, rather than just being excited about seeing the titular beast.

It was a human story, not a monster movie, which is why it became such a hit. We could connect to Kōichi Shikishima’s feelings of guilt and shame because those are things we’ve all felt at one point or another in our lives. As he sought redemption, we cheered for him, while at the same time experiencing the same weight of his decisions that was put upon Noriko Ōishi. Of course, having a killer creature design certainly didn’t hurt the movie, but it was more about the characters than Godzilla.

All of that blended together to create what is undoubtedly the best film in the franchise, Japanese or otherwise. We’re expecting big things from the sequel, and while we’re always apprehensive about follow-ups to successful movies, with Yamazaki back to steer the ship, we have complete confidence that it will be just as good, if not better, than the first. We’ll have more news on Godzilla Minus One 2 as it becomes available, but in the meantime, the phenomenal 2023 movie is available to stream on Netflix.

A Twisted Take On The John Wick Formula

0

Warning: Contains SPOILERS for Caught Stealing!

Caught Stealing plays with several tropes that have been popularized by one of the most successful action franchises in Hollywood. Ever since establishing himself as a leading man with 2022’s Elvis, Austin Butler has been on a hot streak, and that continues with Caught Stealing, his newest movie, which is directed by Darren Aronofsky.

In the film, which is based on Charlie Huston’s 2004 novel of the same name, Butler’s Hank Thompson is a bartender who gets pulled into New York City’s crime underworld and is forced to fight for his life. Ever since its release, reviews for Caught Stealing have been great, and critics and fans have specifically noted how exceptional Butler is in the leading role.

There are many twists and turns from the beginning to the end of Caught Stealing, easily making it one of the most entertaining and unpredictable movies of the year. The film also proves that Butler should continue to explore the action genre moving forward. Aronofsky’s movie is definitely not a traditional action film, but Caught Stealing does steal some tropes from a major action franchise.

Caught Stealing Flips Many Aspects Of The John Wick Franchise On Its Head

Austin Butler holding a baseball bat while standing next to a fridge in Caught Stealing

Without a doubt, the John Wick movies make up one of the most influential action franchises of this century. Ever since the release of the first film in 2014, fans have loved watching Keanu Reeves’ now-iconic assassin of few words seek revenge for the death of his dog and wage war against the High Table.

The death of his dog is the inciting incident for John Wick movie, and the relationship between man and animal is important throughout. To some surprise, in Caught Stealing, it’s a cat that sets the stage for Hank’s action-packed journey, flipping the trope on its head somewhat.

Unbeknownst to Hank, Russ hid a key in his cat’s litter box that opens up a storage locker, which just so happens to contain millions of dollars that a lot of criminals are after. Since Russ is gone, the criminals choose to instead target Hank in Caught Stealing.

Thankfully, the cat doesn’t die in Caught Stealing, and actually comes with Hank as he tries to outsmart some of New York City’s most dangerous criminals.

However, Hank’s love interest, Yvonne, is murdered near the beginning of the film. It’s surprising to see Zoë Kravitz’s Yvonne die so early in Caught Stealing, but her death creates another similarity between Butler’s character and Reeves’ assassin.

Hank grieves the loss of Yvonne, while John Wick’s revenge mission allows him to let out pent-up emotions that he is feeling following his wife’s death. Therefore, both Hank and John Wick are intriguing protagonists with a specific set of skills who lose loved ones and enter the world of crime because of a pet.

Caught Stealing Gives Hank The Ending John Wick Might Never Get

Austin Butler sitting against a wall in Caught Stealing.
Austin Butler sitting against a wall in Caught Stealing.

In both Caught Stealing and the John Wick movies, it is consistently pointed out that the protagonists are trapped in the criminal underworld. At several points in Caught Stealing, it seems like Hank will end up either dead or in jail. Meanwhile, it seems like John Wick will never truly escape the world he walked back into for revenge.

For John Wick, this is probably true. Even though Reeves’ character took out many enemies across four movies, he seemingly died at the end of John Wick: Chapter 4. Hank, on the other hand, gets a happier ending in Caught Stealing. At the end of the film, Hank manages to take out all his enemies and flees New York with millions of dollars.

He sends half of the money to his mother in California and goes to Mexico with the rest. Laura Dern’s cameo at the end of Caught Stealing suggests that there may be a sequel. After all, Huston wrote two follow-up novels which continue Hank Thompson’s story. However, for now, Hank has escaped the world of crime and is living a peaceful life in Mexico.

John Wick will likely never get a happy ending like this. Even though there are clues that he is actually still alive, the confirmation of John Wick 5 suggests that any peace he may have found won’t last for long.

Time will tell whether Hank will get pulled back into the world of crime in a sequel to Caught Stealing, but for now, he received a much happier ending than John Wick.

Cardi B testifies she didn’t touch security guard but did curse at her

0

Cardi B testified Tuesday that she never touched, scratched or spat at a security guard who is suing her over an alleged assault by the pop star outside a Beverly Hills obstetrician’s office.

The rapper, whose real name is Belcalis Marlenis Almánzar, took the witness stand in the second day of the civil trial in an Alhambra court and vigorously denied assaulting Emani Ellis on Feb. 24, 2018. Cardi B was visiting the 5th-floor office of the obstetrician at the time and was four months pregnant with her first child.

“It was a verbal incident,” insisted Cardi B. “She didn’t hit me. I didn’t hit her. There was no touching. So, to me, it wasn’t no incident.”

The rapper did say that they went chest to chest in the hallway outside the doctor’s office, and that she called the guard a “b—” because she believed Ellis was recording her with a cellphone.

“Was there spitting?” the security guard’s lawyer, Ron Rosen, asked.

“Absolutely not,” Cardi B replied.

“Did you call her the N-word?”

“No,” the performer replied, noting that she considers herself “Afro-Caribbean.”

“Did you take a swing at her?” Rosen followed up.

“No,” replied Cardi B, who insisted it was a “verbal fight. … It did not get physical at all.”

Rosen delved into the difference between a fight and a verbal altercation, asking whether he and the pop star were then having a verbal altercation. Cardi B replied that they were debating, a statement that was greeted with laughter in the courtroom.

The lawyer countered, “We’re debating about whether you assaulted and battered Ms. Emani Ellis?”

“I guess so,” replied Cardi B. “But I didn’t touch her. She didn’t touch me.” The recording artist said there were no videos of the incident.

Ellis filed suit in 2020, alleging assault, battery and intentional infliction of emotional distress as well as negligence and false imprisonment.

Ellis, who worked as a security guard at the building where Cardi B had her medical appointment, said during testimony on Monday that she was doing her rounds when she saw the celebrity get off the elevator. She testified that she was overcome with excitement and declared, “Wow, it’s Cardi B.”

Ellis said the performer then turned to her and said, “Why the f— are you telling people you’ve seen me?” Cardi B then accused her of trying to spread news about her being at the doctor’s office, she testified.

Cardi B cursed at her, used the N-word and other slurs, called her names, threatened her job, body-shamed her and mocked her career, Ellis said. She alleged Cardi B spat on her, took a swing at her and scratched her left cheek with a 2- to 3-inch fingernail.

Cardi B said when she turned around after getting off the elevator, she heard Ellis say her name and then saw Ellis with her cellphone and said, “Why are you recording me?” The performer said the guard said, “My bad,” but continued to follow her and said she had the right to follow her.

Cardi B said that they went chest to chest and that she did curse at Ellis but that she never touched the guard, who was physically larger. When the obstetrician’s receptionist finally came out, the guard alleged the singer had hit her — something that Cardi B said never happened.

The rapper conceded she never saw proof that Ellis was recording her. She said her appointment was both sensitive and confidential; she was seeing a doctor because of concerns about her pregnancy, which wasn’t yet public.

For the second day of the trial, the rapper — who is known for her daring style choices — donned a blond showgirl hairstyle that contrasted with the black short hair she wore during the first day of testimony. Under questioning, she said they were both wigs and that she had 1-inch nail extensions.

She refused to concede that she usually wore 2- to 3-inch nails, replying that sometimes she does and sometimes she doesn’t.

We have taken it upon ourselves to share our favorite pieces from the collection, although it’s kind of hard to choose. We’re talking price point, sizing options and how to style so you can make the best buying decisions for you.

Guizio x LE SSERAFIM Shiba Graphic Tee

A white baby tee with a Shiba Inu graphic on the front.

Guizio x LE SSERAFIM Shiba Graphic Tee graphic tee retails for $78 and comes in sizes XXS to medium. The baby tee is extremely playful and comes in a Y2K cropped silhouette. The piece is made of breathable cotton and comes affixed with a sweet Shiba Inu graphic in contrasting blue with little angel wings. Eagle-eyed FEARNOT will be able to spot the subtle LE SSERAFIM x Guizio branding in this one in pink. To style, we’d likely pair this simple but adorable piece with a black maxi-length skirt or baggy denim jorts and Mary Janes, giving off cute and casual vibes.

Guizio x LE SSERAFIM Hearts Pull Over Hoodie

A blue hoodie with Guizio x LE SSERAFIM graphics on the front.

The Guizio x LE SSERAFIM Hearts Pull Over Hoodie is both cozy and cute. We envision this piece working well for chillier days when you want to be casual, all cozied up inside, watching Yoonchae fancams. The baby blue hoodie retails for $178 and currently comes in sizes XXS to Large. The unisex style is slightly oversized and features contrasting black Guizio x LE SSERAFIM fixed to the front.

A large font-facing pocket gives way to a tiny embroidered Guizio bear on the sleeve, a subtle but super sweet touch. The hoodie is made of a comfortable mix of 65% polyester and 35% cotton, keeping the wearer warm. To tap into those comfy post-concert vibes, we’d recommend pairing this hoodie with standard black yoga pants or leggings and UGG boots or your favorite slippers.

Guizio x LE SSERAFIM June Relaxed Wool Cardigan

A baby blue button-up cardigan.

The cardigan is having a major moment, and everyone’s tapping in, even Guizio. This Guizio x LE SSERAFIM June Relaxed Wool Cardigan is made of a blend of 45% nylon, 45% viscose, 5% angora wool, 5% wool and retails for $138. It currently comes in sizes XXS to Large. The style is long-sleeved with a mock neckline and a slightly cropped hem.

Button-up closures give way to an embroidered Guizio bear as seen on some of the other offerings in the collection. The baby blue coloring is a limited-edition offering for Guizio titled Fearless Blue, in reference to LE SSERAFIM’S 2022 EP of the same name. This piece is preppy and so girly. To stick to that aesthetic, we’d style this cardigan with a pleated skirt, knee-high socks and loafers. For a more casual option, opt for barrel jeans and sneakers.

Guizio x LE SSERAFIM Over the Knee Socks

Black knee-high socks with bows detailing.

Speaking of knee-high socks, the Guizio x LE SSERAFIM Over the Knee Socks are a knock-out. Retailing for $38, this piece is one that almost immediately drew us to the capsule. The knitted knee-high silhouette is all-black, save for Guizio x LE SSERAFIM co-branding in white near the knee. These darling little socks are equipped with a dainty scalloped hem and playful little bow accents that give the piece subtle visual interest. If you’re looking to add more interest to your sock drawer, you needn’t look any further.

Guizio x LE SSERAFIM Bedazzled Lace Trim Tee

A pink bedazzled baby tee.

Another stand-out piece that caught our eye is this Guizio x LE SSERAFIM Bedazzled Lace Trim Tee. This evokes heavy 2000s vibes thanks to the co-branded bedazzling on the front, and we aren’t mad about it at all. The baby tee currently retails for $98 and currently comes in sizes XXS to Medium. The baby pink top is made of cotton and features a cropped fit and lace trim around the neckline, a subtle but welcome addition. To style, low-rise denim is the only option in our mind. We’d likely play into the Y2K vibes heavy by wearing big sunnies, kitten heels and a little shoulder bag.

Guizio x LE SSERAFIM Fearless Foldover Pant

Black yoga pants with the word “Fearless” bedazzled on the butt.

Another Y2K moment that we’re totally obsessed with is Guizio x LE SSERAFIM Fearless Foldover Pant, retailing for $128. The yoga pants currently come in sizes XXS to Medium. When looking at these, we think of the iconic Juicy Couture sweatsuits and yoga pants that owned the early 2000s. The hallowed style was and is still a trending piece because of its comfort and campy maximalism. The Guizio x LE SSERAFIM offering comes in black with a bedazzled butt reading “Fearless,” a nod to the bedazzled styles that came before it. The waist folds over while the bottom hem juts out slightly like bell-bottoms. To style, you can go the all-black route with a matching cami and sneakers, perfect for a sweat sesh at hot yoga.

Will ‘Only Murders in the Building’ Return for Season 6? Everything We Know So Far

0

Only Murders in the Building Season 5 may not have premiered yet, but stars Steve Martin, Selena Gomez, and Martin Short are already looking ahead to the show’s future at Hulu.

While Season 6 hasn’t been ordered yet, that doesn’t mean they’re closing the book on Charles (Martin), Mabel (Gomez), and Oliver’s (Short) mystery-solving scenarios. The trio is back at it to uncover the mystery behind Arconia doorman Lester’s (Teddy Coluca) mysterious death, which capped Season 4, but in terms of where the story will take viewers in Season 5, they’ll have to tune in.

When asked about whether or not they know when the how will end, Martin told Entertainment Tonight, “We do not know. We get asked, ‘How long do you guys want to do this?’ And I just go, ‘Well, you tell us?’” the actor and series co-creator shared about his approach to the show’s possible future.

For now, Martin added, “We like doing it and it’s a wonderful job for us. We couldn’t say, ‘Well, let’s just do something else,’ and it be a situation that’s not as fun…”

Disney / Patrick Harbron

Martin’s pal and costar Short chimed in to add, “Hits are so rare, they’re such flukes when all of the stars line up, and I think this is one of them. But we would do it as long as we felt the quality was [there].”

In other words, the trio is in it for the long haul.  “The producer asked me, ‘How long do you think you’ll do this?’ I said, ‘My motto is never say goodbye to a miracle,’” Martin added.

Whether you think Only Murders in the Building is a miracle or not, the show still brings in a bevvy of talent year-to-year, and five seasons in, there’s no exception to the grade-A talent showing up to play in this world. Among Season 5 additions are Renee Zellweger, Christoph Waltz, Logan Lerman, Bobby Cannavale, Dianne Weist, Beanie Feldstein, Keegan-Michael Key, and Jermaine Fowler.

Shannon Sharpe Responds To Public Criticism With Message Of Resilience

Instagram/@ochocinco

Unfortunately, Shannon Sharpe had some hard feelings due to co-host Saul, and Kelly Fullam was invited to help him. Sharpe supported the gospel with the impression of anxiety through all fans that were lifting up, and he quoted Tye Tribbett in #wegonbealright. Kerry Without a doubt saw that he was missing in the fire and Shannon Mr. Sharrington Sharpe with him. and Saul. Who is a gospel legend, may be a better expression. With the intent in his professional career to kindle the fire, which includes his exceptional career as a Hall of Famer, he has a Hall of Famer him a celebrity.

The caption on the photo perfectly complements the post, as it’s a mild Bible ‘threat’ related to Tye’s hashtag #wegonbealright and the accompanying invitation to leave the zone. The public is thrilled that he is still in the limelight, getting much-needed selective criticism related to Kerry on the caption ‘THERE’S A LOT OF PEOPLE TAKING A SHOT ATCHA BOY’. A message like that requires some polite translation, which was duly translated by the inner text ‘SHANNON ON THE PUBLIC’S SELECTIVE CRITICISM’. The picture shows one side of the chess table with Kerry in focus, a subtle hint that with the appropriate support, he will win the victory.

The conversation was definitely starting to take a compelling shape in the post, which gathered mixed reactions from his fans. Some of his fans did not hold back and provided hard feedback, and some of his fans, on the contrary, urged him to keep up the hard work.

The conversation sparked an equally vibrant comments section. Commenters thanked Sharpe for his public bravery, The salutary message “All things work together for good 🩸🏾Romans 8:28. Love y’all fellas 💪🏾” in answer to the salutation is one of the kinder criticisms; its terseness is directly proportional with its effectiveness. There is a query about the Rebuke of Ray Lewis, another persuasive legend as Ray also voiced some criticism concerning Sharpe, which the fans were in a plain refusal against. This fact was further told by another corrective user, “Who came to Ray Lewis’s aid during Super Bowl media day uncle? Oh right, he did!!” suggested Lewis’s critic’s past collaboration with Sharpe.

See the income I’ll get by investing £3k before this 7.8% yielding income stock goes ex-dividend on 11 September

0

I’ve built up a decent position in FTSE 100 dividend stock M&G (LSE: MNG) and done well out of it so far. The shares are up 20% in the last year, while the trailing dividend yield of 7.8% is lifting my total one-year return towards the 30% mark.

The M&G share price has dipped today that doesn’t worry me. Shares go up and down all the time. In fact, it intrigues me, because I’m now tempted to top up my stake before the shares go ex-dividend on September 11, just over a week away. By doing that, I’ll bag its 2025 interim dividend, paid on 17 October.

The M&G share price fell 2.8% this morning as concerns over rising UK bond yields rattled the market. That was enough to drag down other high-yielders too, with Legal & General Group and Phoenix Group Holdings both off by around 3.8%. Lower share prices automatically lift yields, which makes M&G’s income stream look even more appealing right now.

M&G is a top dividend payer

I think M&G looks good for its dividend. It generated £933m of operating capital in 2024, beating expectations, and expects to deliver £2.7bn over the next three years. The solvency ratio remains strong at 223%.

Of course, dividends are never guaranteed. M&G’s net fund outflows totalled £1.9bn last year, as volatile markets unsettled customers. A further bout of selling across global equities would knock assets under management, which might scare off existing customers and deter new ones.

M&G looks set to increase future payouts by a modest 2% a year. With inflation currently 3.8%, this looks like a cut in real terms. The yield remains more than healthy, though.

Interim payment due soon

At today’s price of 257p, a £3,000 investment would buy around 1,167 shares. In October 2024, M&G paid an interim dividend of 6.6p per share. If the interim payment rises 2% this year, I’d expect this year’s interim to be around 6.73p. My £3k stake would give me £78.54. That’s enough to buy another 30 shares or so.

That doesn’t sound like a fortune, but it’s money in my account just a few weeks after buying. Plus, I already own 3,601 shares. They’ll pay me around £242 next month. So in total I’d be looking at £320 in October.

That’s just the first payment. I’ll get a bigger final dividend of around 13.77p next May, with luck. If I hold 4,708 shares by then, I’d get another £650 next May. That’s why I like income shares.

Long-term investing

One thing to remember is that when a share goes ex-dividend, the price usually drops to reflect the payout leaving the business. So it’s never a simple win. But I think M&G is worth considering for income seekers prepared to hold for years, letting those dividends roll up while treating any share price growth as a bonus.

There will be bumps along the way. Markets could yet struggle if inflation proves sticky or interest rates stay higher for longer.

For me, this is about playing the long game. Every dividend cheque adds to the compound returns effect. Buying on a dip secures even better value. I’ve got until 10 September to get this trade done.

Judge warns of ‘national police force,’ keeps L.A. troop injunction

A federal judge in San Francisco barred soldiers from aiding immigration arrests and other civilian law enforcement in Southern California Tuesday, warning of a growing “national police force with the President as its chief” in an impassioned order set to take effect Sept. 12.

In a 52-page decision early Tuesday morning, Senior District Judge Charles R. Breyer barred the administration from “deploying, ordering, instructing, training, or using” California troops to engage in civilian law enforcement — a ruling that could have wide-ranging consequences for Trump’s use of the military nationally.

“Why is the National Guard still around?” Breyer demanded with evident irritation at trial last month.

“What is the threat today? What was the threat yesterday or two weeks ago that allowed it?” the judge said. “I’m trying to see whether there are any limits, any limits to the use of a federal force.”

The government called California’s suit a “Hail-Mary pass” and vowed to fight the decision.

The ruling comes as hundreds of troops now patrol the United States capital, following an order by the president in mid-August deploying the National Guard to tamp down crime in D.C.

Thousands more could soon be deployed to other American cities, the administration has warned.

About 300 soldiers remain on the streets of Los Angeles, where thousands of National Guard troops and hundreds of Marines were deployed in early June to quell fierce protest over immigration raids.

Breyer’s order would strictly limit what those remaining forces can do. The Department of Justice indicated it would immediately appeal the decision, all but ensuring a stay until the 9th Circuit can rule on it later this month.

Experts say the ensuing judicial dust-up it will clarify precedent in a murky corner of the law. But some warn it could also unearth a road map for future deployments in cities across the U.S.

“If Breyer sides with Newsom and the 9th Circuit sides with Trump, we now have a playbook to use the National Guard and maybe the military around the country,” said Mark P. Nevitt, a law professor at Emory University and one of the country’s foremost experts on the law at the heart of the case.

“He’d have a ruling from the most liberal circuit in America giving the legal go-ahead for this deployment,” Nevitt said. “That would make bad law for the country.”

It’s the second time this summer that Gov. Gavin Newsom risks expanding the presidential power he sought to curtail when he filed suit against Trump over the troop deployment in June.

On June 9, Breyer ruled to strip the president of command of federalized troops, saying he’d overstepped his authority under an obscure subsection of the U.S. Code. The 9th Circuit quickly reversed that decision, finding the president had broad discretion over domestic deployments.

“He’s using these shadow statutory mechanisms to get where he wants to go without making the hard political decision of invoking the Insurrection Act,” Nevitt said. “His lawyers are scrubbing the U.S. Code looking for executive power.”

Now, the appellate court must weigh whether the same broad presidential discretion extends to violations of the Posse Comitatus Act, a 19th Century statute that forbids soldiers from enforcing civilian laws in all but the most extreme circumstances.

The Department of Justice contends that once the president invokes his near-total authority to deploy them, almost anything soldiers might do to “protect” federal law enforcement is permitted under the act.

“Are you saying because the President says it, therefore it is?” Breyer said. “In other words, we’re going to see federal officers everywhere if the president determines there’s some threat to the safety of a federal agent.”

The argument veered at times into what Breyer called “Alice in Wonderland” logic: Justice Department lawyers said both that Los Angeles troops had stringently followed the law and that the law did not apply to them.

“Why did I spend a day looking at slide after slide and regulation after regulation and report after report on … compliance with the Posse Comitatus Act if the Posse Comitatus Act is irrelevant?” Breyer snapped. “Maybe you should tell your client that they don’t have to follow [it] if that’s your view.”

Likewise, administration attorneys told the court Trump can’t be sued for violating the criminal statute. But neither can he be prosecuted breaking it, they said, thanks to the Supreme Court’s presidential immunity decision last year.

“So there’s no remedy,” Breyer said.

Experts say the law is unclear.

“The legality of all of this is really messy,” Nevitt said. “Arguably California might not have standing to even get to the merits of the case.”

Others were more bullish on California’s chances.

“This is an opportunity to give more meaning to a statute that’s notoriously vague,” said Dan Maurer, a law professor at Ohio Northern University. “It’s important to see what can the president get away with.”

The trial also revealed stunning new details of some of the military’s most controversial actions in Southern California this summer, including their participation in a July raid of MacArthur Park that enraged residents and city officials.

On August 12, Major General Scott Marshall Sherman testified that Border Patrol agents had initially planned to target the park on Father’s Day — a decision the military overruled, saying the expected crowds made it too dangerous.

“It was going to be a very large amount of people in the park,” Sherman said. “I could not approve it because of the high risk.”

Sending soldiers into American cities has been one of Trump’s dreams since his first term as president, experts said. Some fear expanding the use of soldiers for civilian policing could be a first step toward martial law.

“The reason Trump might find that delightful is because that’s what Lincoln did,” said Eric J. Segall, a professor at Georgia State University College of Law. “Trump wants to be Lincoln.”

The president has already signaled his intention to expand the use of the military

“We’re going to look at New York. And if we need to, we’re going to do the same thing in Chicago,” Trump said during a press conference in August. “Hopefully, L.A. is watching.”

For Breyer, the threat is existential.

“What’s to prevent a national police force?” the judge said. “Is there any limit?”
